These appointments appear to me very important ones; they have never been created yet, but the reputation of the whole department is not an enviable one. The duties of the new Registration clerk are detailed in Appendix K. This Department is fairly manned and does its work satisfactorily. I respectfully submit it would be very false economy to let it get as far behindhand as unfortunately is the general Office.
I say behindhand; there are arrears of correspondence books not indexed, several sorts of correspondence lumped together that should be differentiated, new books being started without men to keep them, high pressure generally that will take months to work off.
In this connection, I venture to draw attention to the pay of the staff; school boys, children by their behaviour, are entered at $20 a month; the best of them leave directly more lucrative appointments offer. The few that have entered as men at men's wages do their work creditably, but I regret to deliberately state, after two months' experience of this office, that the bulk of the clerks are utterly careless, grossly ignorant, and mendacious to a degree that, with considerable Police Court experience, has astonished me.
